What it is
The declaração da situação contributiva (a clearance certificate, the name means "declaration of contribution status") is an official document. It is issued by the ISS (Instituto da Segurança Social, Portugal's social security institute), often referred to simply as Segurança Social. It confirms that the contribution position is regularised: the contributions due so far have been paid, or any debt is covered by an approved payment plan whose instalments are being met. A payment plan that is being respected can therefore keep the position regularised, so the certificate does not always require the whole debt to have been paid in full.
What it is for
Construction work in Portugal often requires proof that a company or a worker pays social security on time. The certificate is that proof. It shows the business or the worker is in good standing and follows the rules on contributions. It can also be needed to take part in certain public contracts, licensing procedures, or other administrative steps where a clean payment record matters.
Who needs it
The certificate applies to companies and to self-employed workers alike. A company needs it to prove it pays contributions correctly for its staff. A self-employed worker needs it to prove their own contributions are up to date. Where to get it and how long it is valid
The ISS issues the certificate on request. Anyone registered with Portuguese Social Security can usually request it through the online Social Security portal, at no cost and without a long wait. Once issued, the certificate is valid for four months. After that, it must be requested again to stay current.
What to watch out for
Because the certificate is only valid for four months, an older copy may no longer reflect the real payment situation. A missed payment after the issue date will not show up on a certificate already in hand. A payment plan can also stop being respected after the certificate is issued.
A certificate that looked fine when issued can be out of date within weeks. Always check the issue date before relying on it.
