The declaração da situação contributiva (a clearance certificate, the name means "declaration of contribution status") is an official document. It is issued by the ISS (Instituto da Segurança Social, Portugal's social security institute), often referred to simply as Segurança Social. It confirms that all social security contributions due so far have been paid in full, month by month. If even one payment is missing, the certificate cannot be issued until the debt is settled.

Where to get it and how long it is valid

What to watch out for
Because the certificate is only valid for four months, an older copy may no longer reflect the real payment situation. A missed payment after the issue date will not show up on a certificate already in hand.
A certificate that looked fine when issued can be out of date within weeks - always check the issue date before relying on it.
