It can sometimes be unclear what a self-employed worker has to provide in order to use Oribi WorkpassID. In this article we explain the characteristics of a self-employed worker and which details this self-employed worker must submit for assessment for Oribi WorkpassID.
Characteristics
A self-employed worker is a worker who carries out work or an assignment under their own responsibility. This may also be done through their own B.V. (Dutch private limited company).
Documents from the self-employed worker
A self-employed worker is expected to provide the following company documents:
KvK (Dutch Chamber of Commerce) registration
Assignment description
(Model) agreement (modelovereenkomst — model agreement approved by the Belastingdienst (Dutch Tax and Customs Administration))
Personal details/documents of a self-employed worker from the EU/EEA
In addition to the company details, a self-employed worker must also submit their personal details to WorkpassID. The following personal details are required:
Name, nationality, date of birth
Mobile number and personal email address
Mandatory certificates (usually a Dutch/Belgian VCA (Dutch safety, health and environment checklist for contractors))
PPE (personal protective equipment)
Additional personal details/documents of a self-employed worker within the EU/EEA
Foreign workers with an EU/EEA nationality who work as self-employed workers and are registered as self-employed within the EU/EEA are approved automatically. This is because the free movement of labour and services applies within the EU/EEA. They are therefore assessed in the same way as Dutch self-employed workers. Depending on the settings, the company for which they carry out work is assessed separately.
Additional personal details/documents of a self-employed worker outside the EU/EEA
If a self-employed worker is not from the EU or EEA, two additional items are important in order to be admitted to the work location:
Copy of passport
Residence permit
Exceptions
For sole proprietorships with staff, the same rules apply as for subcontractors or temp agencies. Check whether other team members are also enrolled correctly.

For the assessment and registration of a self-employed worker, there are also a few items that require special attention:
For self-employed workers from abroad, the same rules apply as for Dutch self-employed workers
Ask for a registration with the KvK abroad
A self-employed worker who is hired by another self-employed worker must also be deployed as a self-employed worker in WorkpassID
