It is sometimes unclear what a subcontractor must provide in order to use Oribi WorkpassID. This article explains the characteristics of a subcontractor and which details you must provide for Oribi WorkpassID.
Characteristics of a subcontractor
A subcontractor works independently, towards a result agreed in advance and usually for a fixed price.
Documents
Provide these documents in order to use WorkpassID:
KvK (Dutch Chamber of Commerce) extract
G-rekening (blocked account for wage tax/VAT) agreement
Statement of payment conduct
Documents for an employee from the EU/EEA
Provide these details for employees from the EU/EEA. The employee can also provide these details themselves through My WorkpassID, if the subcontractor chooses to do so:
Name, address and place of residence
Passport number and expiry date (please note: no copy!)
BSN (Dutch citizen service number)
Documents for an employee not from the EU/EEA
Provide these details for employees who are not from the EU/EEA:
Copy of passport
Residence permit
Work permit
For a foreign employer: foreign permits and UWV (Employee Insurance Agency) notification
Exceptions
Work that mainly (>50% of the working hours) takes place in the contractor's own workshop, or that is subordinate to the purchase of existing goods (such as fitting window frames), falls under suppliers. In this case you do not need to add them as a subcontractor in WorkpassID.
Particular attention
The same rules apply to foreign subcontractors. Check the following:
Does the company have an office or workshop in the Netherlands?
How long does the work last?
Is this the first project in the Netherlands?
Are employees in the Netherlands for longer than 183 days? (In that case proof of a BSN is mandatory)
Also ask for the employees' A1 certificates (EU social-security coverage)
