When a subcontractor declares that it supplies workers, Oribi WorkpassID asks for agency documents instead of the IMPIC uploads.
Applies to projects that use the Portuguese compliance rules in WorkpassID.
For the legal background, see the FAQ: What is the IEFP temporary work agency licence?
When this applies
The request applies to a company that is not self-employed, has the chain liability subcontractor role and declares that it supplies workers. The company makes this declaration on its organisation screen. Check that the declaration matches the real arrangement.
What is requested
For a Portuguese company: "PT licenca ETT (IEFP)".
For a foreign company: "Foreign temporary agency authorisation". This request also covers companies from outside the EEA. It does not confirm that the authorisation is legally recognised in Portugal.
WorkpassID then no longer shows the company-level IMPIC requests.
Worker contract
For workers of a company that is registered as a subcontracting employer, WorkpassID also requires a separate upload: "PT contrato trabalho temporario (ETT)". It does not request this upload for workers of the organisation type "Part of a concern". This is the case even if the company-level agency document is requested.
What WorkpassID does not do
WorkpassID does not check the IEFP register automatically.
